FO:NV is at this moment very much playable, with only the Obsidian patches without any major bugs. With third party bugs, it's practically bug free and never crashes so that's perhaps something with your system. The game is fine, I don't particularly care how it was at release, I didn't play it then.
FO3 however is still a mess on modern systems and freezes constantly the way Bethesda left it, while FO:NV has some gameplay glitches the way Obsidian left it, but is very much playable on modern systems.
I know of your bizarre hatred for Obsidian, so I'll just leave it there. People can try these games for themselves and see, but for me it took far more effort to get FO3 to be even playable on a modern system than FO:NV, but in the end both can be made to be pretty much flawless (though graphic bugs in Point Lookout DLC of FO3 are quite atrocious even today, the graphics fall apart when going to a lookout point and gazing over the ocean, ironically)

I'm very much looking forward to playing this, as I'm currently doing a run through Fallout 3 and having a blast. And from all I've read, FO:NV is pretty much hands down a better game. So, yeah, once I finish FO3, I may jump right into this one.

Just think of it as a giant expansion pack. It plays more or less the same with a couple of extra (almost useless) features. Though if you spend a lot of time in FO3, just take notice that New Vegas quests have waaay more "Go talk to <name>" "Can you go back to talk to <name>" "Go back to that <name> again and tell him yes/no".

I beat the vanilla game on the 360 a couple months ago, and only had 3 loading screen crashes and some minor npc glitches in over 100 hours of play, so yeah it's a lot more stable now (unless you try to play it on the PS3 lol)

I hope that will work for you. The impression I got is that people disappointed in F3 found comfort in F:NV. I am not sure I ever heard of anyone loving them both as much (while I agree those guys wouldn't have any concern to voice, thus no nothing to complain about) on this subject).
