No. At 5F you have Veto power, so long as you have two Liberals you could always avoid the 6th F. Due to odds you could be forced to place up to 5 F's though.

Also depends where in the game it is. With right now, if LLL was drawn, then 2 F's are forced. Refusing government could add a F without triggering the effect (of shooting someone) but as the cards evenly divide it means there won't be a use of re-shuffling to improve odds. If you repeatedly just let luck of the draw happen, Fascist would likely win due to sheer odds in their favor.

Veto power. With 5F's down the government can veto the next policy simply not putting anything into effect (but the tracker does progress).

So... if you draw FFF you pass FF. The chancellor says 'i want to veto this agenda', if the president agrees, it's vetoed. That's it.

I think my ability to focus for long periods of time in PBP games is lacking. I don't really trust Blot/Flub, beyond that no clue.
