If they are absolutely sure they never will, what's the difference? It's like me saying I'll never, say, start gathering signatures to run for president.
But, you know, the confidence level in them not doing something they said they never will is pretty low from where I'm standing as of this year... And yeah, it is an expression of dissatisfaction, sat on my fingers regarding the details of the first, was getting carried away, so came up with that to let off some of it in a way that'd at least sort some things out. Of course it won't happen, but...
But regarding what would count, a list approved as exhaustive by the community of anything that constitutes DRM, a provision that new forms of DRM may be added to the list as they appear, and the firm legally-binding commitment to never include any games that feature any of the listed items in the GOG catalog, under penalty of GOG ceasing to exist. CDP's other shop can go international and include such titles if they want them... Just like they should have done with regionally priced ones as well.
