Panzer General II or PG 3D are still labeled as SSI/Ubisoft, so probably the franchise and the rights are still under Ubisoft.
But why not, there are always hopes, from the hands of Ubisoft or SNEG

They don't mention who the IP holder is, but usually, if a game gets taken down on request of the IP holder, it's done when a commercial re-release is planned in the
(near) future.
So, OP has reason to be hopeful.
PS: the same goes for "Panzer General" and "Allied General", btw. Yes, that AW site can be a focus of information and indeed every SSI Title was requested by the IP owner. Some of them for years, others were published here yet.
A similar situation could be Steel Panthers. As far as I know in hands of Matrix/Slitherine and also requested by the owners, or War in Russia/War in the Pacific/Second Front, all of them SSI originals but related to Slitherine
So Who requested It is where the question resides, Slitherine or SNEG?
Matrix Slitherine also purchased the IP of Warlords Franchise, but actually is being published by SNEG, at least in Steam.
