Conjecture, mostly on my part. EE fans claim
something is being done about it without providing details about what, and furthermore claim
there are no Steam-exclusive mods. I haven't the energy to do further research into either claim, so I'm just going to drop the subject.
Edit: since the above was apparently too confusing, resulting in a response that has absolutely nothing to do with what I thought I wrote, here's a rewording in plainer English:
I discovered that the known methods for downloading Steam Workshop modules without a Steam account do not work for NWN:EE. I proposed this repeatedly as a possible reason why the EE might be rejected by gog (since I refuse to speculate why Beamdog would not want the EE on gog). The fact that they cannot be downloaded is not speculation, and anyone can verify my claim right now. What is speculation, is that gog even cares about this. After much time, one EE fan said that Beamdog was "working on it", with no details or evidence whatsoever, even when I asked for more details. In the same thread, another EE fan claimed that it doesn't matter, because there are no mods on Steam Workshop that aren't also elsewhere, without giving any details as to where exactly they are (the vault?), or how they get there (Some sort of automatic mirror? Some sort of manual, unsustainable mirror?). Since the people who posted these responses couldn't be bothered to give enough information, I'll continue to disbelieve them, but at the same time, I'll stop saying anything more about it until the game comes to gog, if it ever does. The latest I hear from the twitter watchers is mid-August. Rather than the usual "it's up to gog" the reasoning seems to have changed to "some sort of CD-key issue specific to gog", about which I have no further comment.
