EverNightX: It's a NEXT GEN update. So if your PC is a potato I wouldn't expect much. If the machine has modern hardware it's probably going to be fine.
Eh, W3: Complete (Next-Gen) has the Shader Compilation Problem. If they fix that problem to stop the insane amount of stutters on 1st run-throughs of areas for your GPU or if you update graphics card drivers - yeah, we'd be going & getting somewhere.
I have a RTX 3070 desktop PC (i7 10700KF; 16 GB RAM; RTX 3070; 1 TB SSD; 2 TB HDD; W10 x64) - and yeah, it runs like awful w/ RT On and DLSS On at 1080p (anywhere from 15-60fps). Runs better w/out RT - but, you still got the #ShaderStruggle, that can cause nasty stutters and/or framerate drops.
Most are probably better off running old W3 version w/ all DLC's or the newer W3: GOTY Edition, for now.
