In case it was not clear before, I agree with you it was most likely bad wording, but I don't think someone put those words in his mouth, therefore it was his mess to clean up. I'm not up to speed with the issue - if he or EA issued an apology at a later time, then it's fine. Errare humanum est.
What I'm saying is that:
"Hi! I apologize for the delay - I had to check internally about GOG, since I was not aware of their status. It looks like they're not on our list of authorized retailers. In such cases we recommend you reach out to them directly for a refund. Have a nice day!"
would have made it sound a lot less like a guy stating GOG is some sort of shady retailer, but rather a guy being given the wrong info or just simple miscommunication. My 2 cents, using whatever amount of think juice I could muster.
