1) What do the "An Error has Occurred" or "Oops, Something went wrong" errors mean, and are they intentionally vague?
2) What is the best course of action after experiencing said error?

1. It means an error of some sort has occurred. Yes, they are intentionally vague.
2. The best course of action is to wait a while (I personally suggest 24 hours), then try again later.
soundmonkey: I understand that you believe this and all other threads like this are duplicates or spam, but, believe it or not, your link contains absolutely zero information about what "An Error Has Occurred" or "Oops, Something went wrong" mean. In fact, it's mostly bickering between those disappointed and contains no relevant troubleshooting information at all.
Keep in mind that people (human beings) are simple creatures that look for direct insight into problems before searching the peripheral.
It's not just him. A good deal of the community is becoming irritated with these threads being made. They're getting frustrated because the threads keep popping up despite a good number of them already being visible on the front page of the forum complaining about Connect. Not to insult your intelligence, but one would assume that a reasonably smart person would open one of these threads before making a new one with essentially the same title and same message.

Have you actually read the OP in the thread? He clearly states that the problem occurring is because everybody is trying to connect at once, and it's too much for the API to handle. There IS no troubleshooting of note other than to wait for a while then try again later, which he also clearly states to do. The bickering that's occurring is happening at no fault of his, but the fault of other people in the thread who clearly either haven't read or haven't understood the OP.
