Not on Steam.
But you can buy it digitally from GamersGate.co.uk (you'll have to pay in sterling) or for a far higher price from the EA Japan store.

If it's a multinational, they probably have VPNs to US based servers which is why you see the US store.

Gifting is available on Steam if you have a friend in the US to gift to you. But if you want to purchase it yourself, it's GamersGate, EA Japan, being lucky enough to find it in store. But you're not going to see the current Steam sales prices from any of those.
