In the fake video they circumvented the law by signing "ownership papers", sorta like 5-minute marriage to allow prostitution in suni-arab countries.

Video is fake and was divert and hi-jack attempt, but this law hole was mentioned in articles.

I can't imagine this is widespread though as a commercial enterprise.
Seems more like rural people who are into autarcy carrying on old traditions which may seem strange now but once were more widespread.

The video is from "Faces of Death" of which I own a copy, and OF COURSE IT'S FAKE! :P The whole "Faces of Death" movie is fake!

BTW, for those interested, the monkey's head is paper-mache and the brains are a combination of cherry Jell-O and raw cauliflower. As far as I know it was filmed in the director's basement, which is the same house the loft was located where they filmed the bogus execution for the same movie.
