I don't think that has much to do with it.
Most likely the reasons are technical. It was relatively easy (although not really necessary) to replace the Monkey 1 & 2 pixelart graphics with a more modern style while keeping the game engine underneath mostly untouched.
As for Monkey 3 it's a much more complicated process, as the graphics was cartoon style to begin with, so if they used the kind of graphics they used in MI1&2 remakes, it would actually be a step down from the original version. (That's what it actually was for MI1&2 actually, IMHO, but that can of course be debated...)
Simply upscaling the original graphics would end up messy, and redrawing everything would be very slow and complicated. For DOTT it's a bit easier, as the graphics of that game is less detailed than MI3.
As for Monkey 4, they would need to reprogram the whole thing... the game would need new controls, and new 3D models and all. Not to mention, if they somehow didn't fix that Monkey combat part, people would be complaining about that, so they would need to rethink the game flow puzzlewise too.
