That's odd. You're absolutely sure you're launching the fallout2.exe from the fallout2 folder in a brand new, unmodified FO2 installation?
Now, feel free to tell me to go fuck myself if you feel I'm treating you like an idiot, but I took some screenshots to try to help you out:
First, let's start from scratch. Make sure your fallout2 folder on your desktop is gone. Deleted, uninstalled, whatever just not there.
Then, navigate to where you have the gog installer for Fallout 2 downloaded, and launch it. On the corner, click options:

Next, choose an install path where you don't have the game already installed. I recommend your desktop. On the screenshot, you can see I chose to install on my desktop. Uncheck "Create Desktop Icons":

Ok, run the installer, it should make a fresh install on your desktop. Go to your desktop, go into the fallout2 folder where it was just installed, and double click the file called fallout2.exe. Your folder should look something like the screenshot I uploaded. I have circled in red the file you need to run:

DO NOT click the files called "Launch Fallout 2" or "GOGLauncher.exe". Launch Fallout 2 is just a link to the GOGLauncher.exe that Hickory was talking about. Some people have problems with it. I have circled in red the files in the installation folder that you DO NOT click on:
