That's odd. You're absolutely sure you're launching the fallout2.exe from the fallout2 folder in a brand new, unmodified FO2 installation?

Now, feel free to tell me to go fuck myself if you feel I'm treating you like an idiot, but I took some screenshots to try to help you out:

First, let's start from scratch. Make sure your fallout2 folder on your desktop is gone. Deleted, uninstalled, whatever just not there.

Then, navigate to where you have the gog installer for Fallout 2 downloaded, and launch it. On the corner, click options:

Next, choose an install path where you don't have the game already installed. I recommend your desktop. On the screenshot, you can see I chose to install on my desktop. Uncheck "Create Desktop Icons":

Ok, run the installer, it should make a fresh install on your desktop. Go to your desktop, go into the fallout2 folder where it was just installed, and double click the file called fallout2.exe. Your folder should look something like the screenshot I uploaded. I have circled in red the file you need to run:

DO NOT click the files called "Launch Fallout 2" or "GOGLauncher.exe". Launch Fallout 2 is just a link to the GOGLauncher.exe that Hickory was talking about. Some people have problems with it. I have circled in red the files in the installation folder that you DO NOT click on:

I may have worded it wrong. I have gone into the file to try launch the game from the exe file and not the gog launcher, The game booted but the picture was really weird and parts were rainbow coloured, the gog launcher doesnt work at all.

Done all those steps but got the same thing, Froze at the first cut scene, Are you guys 100% sure It wouldnt need a patch? Im sure I had to download one a year ago, but I cant really remember.

BTW where do the Files go when you uncheck create desktop icons? I have no idea, I could only launch the game when the installation finished, The thing is, this game had worked before on this computer so its pissing me off that its not now, Its gay as hell.

You need to check the properties of the shortcut you are running. Do not run it directly. Right click on the shortcut that the GOG installer created, and select 'Properties'. The 'Target' should read 'Fallout2.exe'. Now while there, click on the 'Compatibility' tab. Make sure that everything is unchecked EXCEPT for 'Disable Display Scaling on High DPI', and 'Run this program as Administrator'.
If the possible solutions above don't work either you could check some things.

-Are your graphics card drivers up to date?

-Do you have a version of DirectX installed which could cause problems? (not sure if the installer provides something like that since i don't use windows, but in the past i had some problems with a game needing dx9 while only dx10 was installed)

The shortcut on your desktop is just not created. The files the shortcut would link to are still in the same place.

Try what hickory said. Here's a little snippet from reddit r/fallout:
Fallout 2
A lot of F2 not starting is due to a need to be ran in administrator mode. Right click the game, click on properties, click on compatibility, and select "run as administrator" this includes most instances of "Fallout2.exe cannot be started"
People often have an issue in fallout 2 similar to Fallout 1 with graphical errors and the obvious hindrance of low resolution or any amount of bugs.
The best bet is Killaps Fallout 2 Restoration Project.Many years in the making, It fixes over a thousand bugs, adds some minor content, adds high resolution, and includes Killaps unofficial patch that I had linked before. It should solve most issues you may have with fallout 2. (Note, Fallout 2 cannot be in Program Files for this to work, install it elsewhere first, or move it to the desktop for install)
I would recommend you get the game running without adding anything first (yes I am 100% sure you don't need a patch, it should work right out of the installer), but here is the link to the community patch anyway:

Im not sure how to check if my drivers are up to date, my laptop has a sticker on it that says DirectX11, so thats what it is.

Then this could be your problem. As I said a lot of people have issues with the launcher. Here's how to create a new shortcut (which you should use). Open Windows Explorer and find your 'fallout2.exe' file. Now right click on the file (Fallout2.exe) and select 'Send To' >> 'Desktop (Create shortcut). This will automatically create a new shortcut for you on the desktop. Now, right click and make sure that everything is unchecked except the two I mentioned above. That's it. Now use the new shortcut to run the game.

Is it like this? If so, you could try altering the shortcut compatibility options somewhat. Yes, Thats exactly what I am seeing, I checked run in compatibility mode, set to windows XP, Run in 256 colours and run in 640 x 480 resolution. It still froze at the same place it always does. but when it freezes the whole screen is rainbow coloured. Do you think I should just install the patch?

I don't think the community patch would help in this, and you really need to discover why the game is refusing to play nice before introducing third party patches. What graphics card do you have -- is it an integrated one? And are your drivers fully up to date?

The HD 5430 is a laptop on-board card. I was more interested if you had Intel on board (which you don't), since they seem to cause lots of problems with certain games. You can download the latest drivers from here.
