Economy and Trading Erengard Mines Author got annoyed that the only way for players to earn money was to kill things...so they built a mine. I've played with this and it's a lot of fun, lore-compatible and fits well with the game. There's even a plausible reason for the player to want a mine, I think you have to buy it?

To own it, ask about rumors in Balmora to find out how to acquire the shop, or scroll to the bottom of the readme file. Once inside the shop, you will find many empty shelves, a counter, a workshop with storage chests, and a small bedroom. On the countertop are three important items: a lockpick, a book, and a small chest. The lockpick is there in case you don't have a key because the door must be unlocked from the inside in order to begin the necessary scripts that run the store. The book tells you how to run the shop.

PC Smithy - Ebonheart This mod uses the Companion Share function, so Tribunal or Bloodmoon is required. With this mod, your character can become the owner of an armor and weapons shop. You can sell regular or enchanted weapons and armor found in the Original Morrowind game (but not the expansions.) The PC Smithy plugin adds a building on the road between Ebonheart and Vivec. There are no quests to acquire the shop. Just walk right in and its yours. Once inside the shop, you will find many empty walls, a counter, several armor mannequins, a workshop with storage chests, a basement forge, and a small upstairs bedroom. On the countertop are three important items: a key, a book, and a small chest.
