For whatever reason Activision apparently didn't want it on any other sites. That was part of POS 'fan license' to begin with.

I'm sure they could negotiate with Activision (I think?) to get the game on GOG. We know it's free and you can get it elsewhere, but that goes or the rest of the free GOG releases!

This game is already free, and its also not an 'official' KQ game. It can only be distributed at the fan website due to their fan license limitations.
