Wing Commander is meant to lag a little bit. It also makes the game easier. You can speed it up by increasing the cycle rate of DOSBox (basically emulating a faster machine) but then the game gets a lot harder.
Wing Commander 2 has settings for frame duration and frame skip. You can make it smoother by lowering the frame duration and then tweaking the cycle speed. Check the manual for the keyboard shortcuts.
