I've done the quest I had to do to recruit her for my jail, but she's nowhere to be found.

I have an armourer, a doctor, garage staff, a cook and a museum director, but the quest won't update without the jailor.

Any hints on where she is? this is getting annoying.

When you report back to the sheriff after dealing with the Dorseys in the Garden of the Gods she's supposed to send Hope over to work for you, unless you turn her down. If you've already got the armorer then I guess you've already progressed past that point.

Hope doesn't do anything, so it doesn't matter. You're not missing anything. I guess the journal entry won't go away, but who cares.
