Sorry if there's a better place to report/ask about bugs -- I'm in the Sans Luxe apartments and trying to open the door to Apartment 6, which is locked with a skill of 4. Two of my characters have enough Lockpicking for that, but any time either of them clicks on the door, it says "out of range". I've tried it from different parts of the buiding and with different characters selected -- any suggestions? Alternatively, what's in the room? If it's just some random loot I won't lose sleep over it.

you can try to destroy the door with a melee weapon. You only lost experience
You know, I've been so diligent with my lockpicking I didn't even know bashing in a door was an option! I'm dumb, thanks :)
Sometimes this happens, but so far whenever this has happened (which has been about half a dozen times throughout a whole play through), I just choose a specific character and then manually move them closer to the door, and move my other chars out of the way, until eventually they decide to actually walk to the door and pick the damn lock.

If all the maneuvring in the world isn't helping, maybe exit the scene and come back again?

It's quite a bizarre bug, as most of the time the head lockpicker of the group has no problems travelling halfway across the map to open the door, but every now and then this happens...
