The manual clearly states that you start out with shoddy radiation suits. If they've changed their minds on doing this perhaps they could correct the pdf.

Yes, I had seen that, the manual say the rangers begin with water, rad suits and basic equipment, yet the rad suit is not seen, BUT you can bough one from the game begin (with resistance level 2)

You can buy one with level two protection after you finish with Ag Center or Highpool.
Look for a trader in front of the entrance to the Citadel. I suspect they've decided not to give it you right away because it wasn't necessary for the main quest before you did one of those two locations.

You don't actually need a radiation suit until after you've done the quest to get the level 4 suits. I guess you could do the Rail Nomads and Darwin quests a bit earlier if you buy the shoddy suits, but beyond that there's no real point.

Well, maybe Nomads, but not Darwin, because the level for darwin is 3 and 4 ...

Though, something I can't understand, who drink water that come from irradiated places? (or already the human body can absorb a little of radiation?)
Don't get the Shoddy Rad Suit. In the game, there's no way to get rid of or to drop "Quest Items", so when you finally get a better rad suit, you're still stuck with hauling the Shoddy Rad Suits around or cluttering up the inventories.

It's not necessary to get the Shoddy Rad Suits, so don't.

Actually you get a inventory box in the Citadel and you can drop those wasteful quest items

It's not a "this is better than X"-type of situation. It's a situation that is bad no matter how you cut it if you pose it as binary.

The obvious and common solution is to make quest-items not quest items when they have ceased to be quest items.

Also, the idea of making quest-items undroppable and marking quest-items as quest items is needless coddling that gives things away before the fact.

To each there own. I dont even know what you suggest is even possible in this game's engine and since it never was a problem for me I can't see as a problem worth debating about
