I have created my party, but I haven't spent all points on skills. Is it possible to do after starting the game?

Yes, but you will need to find a Library. Some libraries also have additional skills which are not available at character creation.

The next library you will find will probably be the one in Needles.

If you know where you are going, you can make a quick dash to the library and hope you don't hit any tough random encounters in Needles, then leave.
