Is she the woman by the waterfall that you save from some attacking creature? I did that and she said to see her at her shop, but she hasn't moved from the waterfall.

I just headed into Covetous actually. But I did find the reagents merchant in a tent north east of the waterfall. Somehow I missed that there was a path up there.
