I am in Yew and I have been all over the Western and North-Western part and still can not find him where exactly is he?

According to an Ultima fan-wiki he should be "a little west of Yew"; judging by the screenshot that accompanies the page, he should be in a location with both grass and sand.

Thanks! I found him after swimming farther down the coast from where the burnt out village was. In the burnt out village jump in to the water on the otherside then swim until you see the water spilt off then turn and swim until you see the hut.

Bakura is on the peninsula NW of Yew and west of the Shrine of Justice. There is a small beach on the map just before the small chain of islands that stick out into the ocean. If you have a sextant the coordinates are 22" 29' N, 46" 35' W. Hope that helps anyone needing extra help finding him.
