Is there a way to cancel construction on a road or building before any work is done?

Roads no, but in case of buildings: click on the scaffold shadow , click on it - right were you find the options to give the construction of that building a priority, you should find a cross button allowing you to cancel it.

Thanks, this is good to known. I guess road placement should be done right the first time then.
