I've noticed with version 33824 that the tutorial does not do a check to make sure that depots are connected to factories and mines. For the "Mining Miracle" tutorial, the default placement of the Virginia City Depot sometimes does not fully connect to the adjacent mine. This can result in the train going back and forth to both cities without transporting the Silver Ore. I had to go to the Virginia City Depot, click on Configure, and then added Cargo Buildings so the depot would finally connect to the mine.
