Normal speed seem to be bugged. Normal speed is the same as faster speed.
Is there anyway to fix it like a patch somewhere?

Try to change the speed in Dosbox. Ctrl+F11 makes slower, Ctrl+F12 faster.
If that doesn't solve your problem, you can try installing CorsixTH and see how fast the game runs. Just keep in mind that some things weren't implemented yet in CorsixTH, like earthquakes*, epidemics, multiplayer mode.
* = There's a fan patch that adds earthquakes. Let me know if you want it.
