Copy the Witcher 3 files to a different location (not the Steam folder) and start the exe-file in compatibility mode. It´s DRM free and it will start without Steam.
Or use an OS which is released (like Windows 7 or 8 or 8.1) and which is not a preview version.
i've do that, but w3 don't run under win10 build10166, i become the failure ( in attach )

Good luck!
I've seen more than one issue with that build of Windows 10. I recommend rolling back to a previous build. I stayed on 10130 and have had no issues.
also in final build 10240 the "RTM"build the witcher3 doesn't work, alos inkompatible program für windows10 !
The Witcher 3 runs fine on RTM, you just need to install vcredist_x64 2013 from Microsoft.
Wouldn't it be more appropriate to ask for help on the steam forums?

10240 is not RTM...;) [That's just another baseless Win10 rumor...] It's close, but not there yet...

W3 has run great for me on every build, including 10166 and all the builds since...(latest is 10240.) The problem he's having is not because of anything in the build because there's nothing special in 10166 that might present a problem for the game. The most common problem I've seen with Preview builds of Win10 is incomplete installs--that can be caused by sloppy homebrew iso's made from official esd's, iso file corruption either locally or caused by a partially corrupt download, etc. If a particular build suddenly refuses to run the game I'd recommend a reinstall of the Preview build as a solid first step...
