Does anyone else find a lone bandit standing in the middle of the burned out village in the treasure quest Out of the Frying Pan Into the Fire?
The ghouls wandering around don't seem to bother him. He is hostile to me, but won't attack. He does defend when I attack him. What is he doing there?

There is a bandit camp right next to the village.

Noticed that too.
Indeed, there is a bandit camp nearby. Perhaps he was meant to be found in the camp, not in the village.
