So, I just received the Goty free version(I have base+dlc), so I have 2 questions:
1.I can use the save files from base+dlc to goty?
2.The achivements from those imported saves(if works) it will be imported to goty?

1. Yes.
2. I don't think so, but I don't use Galaxy so can't tell you that for sure.

Some months ago I have start to use GOG Galaxy and I have import my copy of The Witcher 3 + Exp (I have finish the game + Hearts of Stone gog version offline) and after load my saves I have unlock 44% of archievement,so maybe when you load your saves with the GOTY edition they will unlock...
