As of new Ps4 patch on my save:

Hanse base bandit camps no longer able to be Liberated
( I had already done 1 but left the northeast and northwest bases as they are good exp spots )

Now the bandits no longer respawn after I clear them out. Normally I'd leave the boss untouched and Fast Travel away to Velen, come back to Toussaint, clear, repeatedly for reasonable exp.

Now they dont respawn after the patch and its empty bar a few bandit horseman outside.

I killed the boss- hoping to promp the knight errant Liberation to occur and just move on but nothing happens this is bugged!

Probably better to contact cdpr forums on Ps4 problem.
