Yes, that is how it's intended.
The "Downloaded Content" settings have been moved to "Options -> Gameplay" (Alternative looks for characters etc. you can find there)
And yes, the menu background is one of the three (Original, HoS, BaW) - seems to be selected randomly whenever you turn the game on. This is on purpose, and contents of the menu doesn't change.
