I've played FO 4 for 100+ hours and did 150 quests and it's easily the most content heavy game to give you bang for your bucks this gen. I've explored the entire map in Witcher 3 and found nothing substantial, just few wrecked huts and monster nests. The combat in Witcher 3 also feels under cooked and weak while the combat in FO 4 is more dynamic with a choice to use different weapons (meele and guns). Witcher 3 only has better graphics and better story. I will take gameplay over story/cinematics any day. I will go far as to say Fallout 4 succeeds in being more of a game than Witcher 3. You can build a town, have multiple companions, have tons of loot, explore tons of locations and do much more. Just my 2 cents.

Fallout New Vegas > Fallout 4

Just think of how well FNV would have been if they had been given more than 18 months to finish it.

Wouldn't your adoration for Fallout 4 be better served -- certainly better received -- in the Fallout forums, or is this a 'bash The Witcher 3' thread? I'm happy that you liked FO4. I totally disagree with your sentiments, but I am happy for you, nonetheless, after all, it's only personal preference. This is a Witcher forum, and let's face it, your post is all about Fallout 4, not an aside.

The settlement building was one of the game's worst aspects, and that's saying something; not sure why anyone would include something that stupid and pointless.

Here's to having fun playing games! If you haven't played them, perhaps you should give Fallout 1 and 2 a try? You can pick them up on GOG or Steam.
How can any game with DRM be considered better than a game WITHOUT drm?
For my 2 cents, I've put more hours into Fallout 4, but have valued my time with the Witcher 3 to a much greater extent, as strange as that may sound. I love the world, setting, characters, and depth of TW, whereas FO4 is more of a (admittedly fun) time-sink of simple shooting & looting, and oh, that darn settlement building...
