I got quite decent PC I run games like Fallout 4 or Shadow of War smoothly but Im having issues running The Witcher 3. Im having huge fps drops especially in cities and villages its slightly better in vilderness but not flawles. I want to play the game but its unbearable. :/ Any ideas? I've alredy put all my settings to low and almost everything on off. Everything but vertical sync and motinor blur I think. I dont want to play without those.

What does "quite decent PC" mean?

big performance eaters are -

hairworks - off
shadow - low
foliage visibility range - low

if you still have fps issues, it's your system. i can play this game with the above settings on high/medium and still get decent fps (not 60) on a 580m

I play at 30 fps and there is no lag or blur.

Hollywood films generally are shown at less than 30 fps.

I set mine at that to reduce CPU load.

Also turned off all post-processing and set background characters to low.

I suggest you turn off your fps monitor and such and get on with playing the game.
Try using SSAO instead of HBAO, or turn this option off.
