There is an annoying bug where the bottoms of bridges disappear and the ships look really messed up and some of the building have just disappeared with only the moss hanging down left to identify them. I have reinstalled the game several times, I have used the verify and repair options, and I have made sure all my diver were up to date. Nothing has worked! I have looked all over the internet and even though I have seen several people with this problem no one has given a solution that works.

Ok, your hardware is capable. That brings me to the next question: do you have any mods, including scripts, installed? If not, then it would appear to be an installation issue. In such a case, uninstall the game completely -- your saved games will be safe if you tell the installer to keep them -- then re-download all of the 1.31 installers and reinstall the game from fresh. I know you said you reinstalled, but you didn't say if you completely uninstalled first, or if you reinstalled from the 1.31 installers, including all 1.31 DLC (very important).

It worked! But only after I redownloaded it AND THEN used the verify and repair option.
