So i realized the foliage (all leaves, plants, grass etc.) always look blurry and not like all the other textures. They also don't change with the graphic settings, on ultra they still look like they are set to low.
You can already see this perfectly on the ivy just outside the starting room.

I guess this is a bug?

It's a clip art copy and paste job regarding the foliage. Wait for the mod tool and the mod community to fix CDPR's mess. Remember first and foremost this is a console game.
I added a screenshot to illustrate it. Was made on highest possible settings, everything on ultra, everything enabled, Hairworks etc.

Also it's very annoying to make screenshots as even prtscr wont work ingame.

There are a lot of low res textures in the game, even at ultra settings.

We can only hope that the community will pick up the slack and provide more high res textures like it did for Skyrim.

I am actually thinking about putting the game on ice for 6 months or sth in order to play it with better graphics because I don't really have the time to play it more than once, lol.

I have the same problem! all grass n tree are blurry! i play in Ultra mode too. hope they fix it soon!!
Putting on ice sounds good. I might freeze it for a different reason, though; to wait so as ALL dlc and season pass are released, all patches, updates and extra content. Witcher 2 being updated slowly and constantly forced me to go through it, start to finish, nearly 40 times (even more). 3 is huge and i have neither the time nor the patience to do the same thing.
The underwhelming foliage is a bit disappointing. After several hours playing I was willing to give it a pass with the hope that future updates or mods will make them better but then my mother made me laugh.

I was trying out the game on the living room(bigger TV and cooler place) for a couple of hours and at one point my mother saw me running around the rolling countryside looking for celandine to make a vial of Swallow for a side mission. She's not a gamer but she does plants flowers during her free time so the vegetation in the game attracted her but quickly she expressed her disappointment- the game world looks awesome from afar but once we're got near to some vegetation, they became blurry.

How did you get a screenshot? I thought it might be F12 like some other games, but apparently that's Steam overlay, which my W3 does NOT like - crashes if I enable Steam overlay. Ugh.

Well mine don't look like that, and my settings are only on 'high'. The attached screenshot was taken with the foliage swaying wildly on a very windy day (note the sky), so they are in motion. While the foliage, close up, is not as hi-res as, say, facial textures, they certainly are not as blurry as in your picture.

Same as OP. After having modded vegetation in Skyrim, this indeed looks a bit odd. :) Either there is an error with proper path to hi-res textures, or there are one, or this is a homage to Mass Effect 1's Garris' face. :D

Wow, thanks. So it's basically the exact same game as it is on consoles. That's too bad, but no wonder then.

Let's hope for an enhanced edition soon...

Oh and also what's worse: the crashes.
