Depending on the audio card & speaker system you have boost dialog, drop the bass (hehehe), or disable satellite speakers.

I find on my 6.1, which Windows & games really don't like... they like 5.1 or 7.1 but screw 6.1, dialog play back is set to play on the centre speaker... and if the game moves it to any side speaker it goes super quiet.

Disabling side speakers should help or if you have a nice control panel like Creative Labs provides you can do specific fixes.
Mine has a dialog boost, a centre speaker boost etc.

I'm using a laptop with no external speakers. Before the update every thing was fine, post update now the audio is screwed up.
It would verifying/repairing the game solved the issue. So that's the solution I found.

Well...

Try https://community.pcgamingwiki.com/files/file/362-directsound-control/
Also try plugging in a pair of headphones & see if the voices work well then; if they do it is a focus issue some how.
I haven't looked for sure but CDP probably updated how the sound engine dlls were referenced but it could very well mess with how sounds are emitted.
Also try Creative Labs's Alchemy even if the audio card in your laptop isn't a Creative Labs card: https://support.creative.com/Downloads/searchdownloads.aspx?nOS=10&nlanguagelocale=1033&strstring=almy&showdetails=1
I had the same problem. I sit at the computer with headphones most of the time, but in the Realtek HD Audio settings there was 5.1. When I changed the settings to Stereo instead of 5.1, everything became normal with voices.
