I have started new game + and have found out oils don't work. I still have all my superior oils that I had before restarting. But when I try to apply one I get a sound like clinking two glasses together and the sword does not show that any oil was applied. They all worked properly before restarting.

Is there something different about using oil in the new game?

Just in case it is relevant, I do have a mod that applies oil automatically for the right opponent. I have started the game with that mod turned off and it made no difference.
Uninstall all mods and update game, DLC package and Expansions. The latest version of the game does not play well with mods so you're best to have a clean install.

After you get it running properly, you can try adding in the mods you are after one at a time and checking to see if they play nicely. Most don't.
Ouch, that is going to hurt. The only mods I am using are -

Auto Apply Oils
Fast travel from anywhere
Leveling Grandmaster and Witcher gear
Over 9000 carry weight
Slots, slots, slots
Show Pins
Wealthy vendors

Taking these out will nerf Geralt.

I forgot to mention that I also have the increased place of power, armor and weapon duration mod

The "only" mods? Good grief, it looks like you're using mods with scripts galore. Do as Peetz advised, and be VERY wary of mods that use scripts.
An update, I decided to bite the bullet and uncheck all the mods in Nexus then started the game. The effect was interesting. Even though the mods were unchecked, the ingame effect was still there. The only actual change was that his carry weight dropped. And I was able to add oil manually.

Added the mods back in one at a time and found the mod causing the problem. That was "Increased Place of Power-Armor-Weapon Buff Duration". That one is now inactive.

Now back to my quests. :)
Probably not going to add any more mods to Witcher. I also play Fallout 4 and in that game I have well over 100 mods and they all live together just fine. But that game is much more mod friendly. You can change the load order, for instance, and that will fix problems.

Witcher is not mod friendly and what I have works so no more changes.
