Just need a bit of help here.

I have slow internet (actually fast, but my data ran out, so when that does happen, its at 512 kbps).

I got both the DLCs, need to download them however and really want to them now, since i won't get time later :(

My friend owns the game on steam with all the dlcs, i was thinking if it was possible for me to copy the contents of the witcher 3 steam folder, past it on my GOG witcher folder, run GOG and see if it can recognize and if any errors fix it and make the game playable

Any clarity on this would be much obliged!!!

Unsure about this but it could be termed as pirating I think and if not then it may not work at all.

If he has the game and both DLCs on his account, I don't think it is really illegal.
A verify/repair in Galaxy afterwards might fix the install and make it workable, but you'll have no guarantees.
