For clarity's sake; my game is from the standalone installers (no problems), and I didn't need Geforce Experience to use Ansel.
Simply pressing Alt+F2 does the trick.

- Nvida about finally - after months of announcing Ansel to come "soon" - having Ansel ready!

For me, the one reason to start a new game (finishes W3 for some weeks now).
Amazingly amazing! Dial-a-resolution is going to be mighty rough on my hard drive, though.

It was announced by NVIDIA: http://www.geforce.com/whats-new/articles/nvidia-ansel-for-the-witcher-3-available-now

There is one tricky bit... if you install your drivers using the 'custom' option, you won't get Ansel. You must use the Express install or it simply won't show up. The easiest way to tell if it's installed is to simply look in "C:\Program Files\NVIDIA Corporation" and check for the "Ansel" directory.

(There's also a little tool in there that will let you set what directories to use.)

I've Witcher 3 GOTY, at 1.31 and my Nvidia drivers are at the latest. When pressing Alt-F2 ingame, it just freezes up the game screen. Sound can be heard, I can press buttons and hear the menus but screen is frozen. Only when I tab out of the game, it crashes.

Ansel hates me.

Play the game, press alt-F2. It doesn't work while cutscenes are going on.
