I just installed TW2 to play a bit and had to notice that reassigning certain keys like "I,J,.." is not possible.

according to a thread here in the forum:
"* Limited configuration options for keyboard. No invert mouse option
- This WILL be fixed in a future patch "

Is there a fix for this somewhere, or do keys have to be changed it in the User.ini-file... still?
Why do developers even restrict their games in such ways?

As far as I know, you still have to change it in the user.ini and mustn't re-enter the configuration panel, as it will overwrite your custom settings.
It's all in the thread you mentioned.
