It seems that the ability to move in chapter 2 is a luxury I cannot often afford. Movement keys simply don't work at certain points making the game unplayable. The only solution is to reload and hope it doesn't happen again.

This happens when you first gain control in Chapter 2 and again right after the first cutscene. It probably keeps happening after every pause in the action, but suffice to say I'm not going to bother to find out.

I don't know if anyone knows of a solution to this, but it can't help to ask.

Is this one of the scenes in which you control another character (for example, Stennis)? If so, his movement is different: he is slower and does not have dodge moves.

Otherwise, this problem is not one that has been reported, otherwise the forums would be full of irate posters. Lots of problems with this game seem to be unique to one player or another's configuration, and sometimes these are not actually a fault in the game.

Sorry, to be clear I was referring to the first instance in chapter 2 where you control Geralt.
Have you tried running the game as admin?

BTW, I've had the exact same bug but it only happened once and reloading sorted it.
