I seem to be getting some pretty poor performance with the game.
The framerate is all over the place, along with the GPU usage.
At times the GPU usage is at less than 10%, then maxed out.
I've capped the game to 75 fps (screen refresh rate).
Changing settings doesn't seem to be doing anything for performance.
Is there more than likely something wrong with my copy, or is the game just this unoptimized?
I haven't experienced any problem like this with any other game.
Using game mode or otherwise doesn't seem to do anything.

My specs:
- 16 GB RAM
- Intel Core i7-770HQ @ 2.80GHz 4 Cores
- Notebook GTX 1070
- Windows 10
- Game stored on HDD

Edit:
Both the GPU and CPU are running with settings for Max Performance in their respective power usage option within their control panels. My system's also in GPU discrete mode.

This question / problem has been solved by Hickoryimage
The Witcher uses Bioware's Aurora engine, the same engine used for Neverwinter Nights. That version utilises proprietary Bioware hacky DirectX APIs, so modern machines often have issues like the ones you outline. You could try downloading and installing DirectX 9 SDK (versions prior to DirectX 10 were designed to be backwards compatible) and see if that helps.
