I noticed that there is a new update coming out. Do we have an ETA on either the Steam or on the GOG version?

Well, it appears that Steam is 3 versions ahead of GoG.

V-1.105 is the latest version at GoG (released June 11), and Steam has 1.209 (released Aug. 19), 1.210 (released Aug. 26), and 1.211 (released Sept. 2).

Sadly, that seems to be SOP (Standard Operating Procedure) for GoG.

Will we at least be able to pre-order the DLC that they announced?

All latest updates where on DEV branch on STEAM.
Only the v1.211 is on the main branch now.
So the GoG version should be updated soon.
