Should I buy the Outer Worlds?

Based on what games you like, I'd say no.
While you would likely enjoy interacting with the NPCs, the actual gameplay can be a bit bland, in the way that the new Fallout games or the Borderlands franchise can be bland. Not bad in any particular way, just a lot of the same gameplay.
There is certainly no great interactivity with the environment as you find it in Half-Life 2 or any Deus Ex game.

If I may make a suggestion, try the first Deus Ex with a graphics mod if you have not played it yet.

Yes. At a sale it is a pretty decent and enjoyable adventure. It's not THAT long but you can have a busy week with it playing each night few hours. I wish i'd know it will be on GOG otherwise i would have saved my epic money..

One thing to note if you buy it on GoG: There's a pretty good return policy with GoG. If you get it and it is not what you wanted or were hoping for -- You can return it.

Looking at your list of likes/dislikes -- I'm thinking you'd be somewhere in the middle. You might like the setting but you may not like the gameplay.

The setting is dystopian in the sense that the world is definitely controlled by coprorations to the point where they dictate peoples entire lives from conception to death and their life after death to some degree. The dialogue can be funny here or there and some of the characters that are going to be directly part of your crew are pretty amusing or you might hate them (I believe this is intended; you're not supposed to like them all). There's even a throwback to HK-47 from KoTOR 2 if you have played that. It has a hardcore mode where it limits certain normal perks such as fast traveling and other changes for increased difficulty or immersion.

My biggest gripe with the game so far is that I often times do not get much feedback from the gunfights. I rarely notice my health going down and end up dead very often because there's so little information displayed on how near death I am. This is probably the first game I've ever had that issue with. There is a VATs style-slow down that you can activate and is pretty useful for the start of combat, but quickly depletes unless you intend to shove recovery items into your face with some regularity.

There's crafting but I have yet to find a use for it as upgrades seem to be so common from enemy kills that I would be concerned that my crafted upgrades would keep up with the leveling curve. There is a durability to all equipment and you will have to repair them from time to time to maintain the best damage or damage reduction. There are gear augments (damage buff vs certain enemy, etc.) but unless you're going to rank up the skill so you can recover the gear augments freely so you can move them around, you'll most likely not attach them to anything because loot drop upgrades show up so quickly.

Hope this answers some of your questions. I've enjoyed what I've played so far and am not disappointed in my purchase, but with what you've listed in liking vs what you don't -- You might like the world and setting but not like the actual core gameplay.

Short answer based on your preferences: Yes.

Slightly long answer: It's a great spiritual successor to Fallout: New Vegas and plays and handles very similarly with less of an emphasis on combat.

I didn't play Fallout, but if Fallout is anything like this, I'm gonna get it.

This game is great. Not perfect, but great nontheless.
