Yes, absolutely. To reiterate: Five Books are planned, four of them are released already.
All updates released after Book 5 will also be added to the GOG package (and there are many planned. An entire new gameplay mechanic, searching for library books, is meant to be added retroactively. It's become quite clear that another one of the stretch goals from the Kickstarter, an interactive museum, will also only be added after the Season is finished. Several alternative customes and hairdos are backer exclusive at first yet it's a safe bet that they'll eventually be added free of charge. At the time, RTG even talks about adding another story segment – an Interlude – to the already existing ones after the dust has settled around all five released parts).
trusteft: 2. Does the game run ok under Windows 8.1 ?
I don't use Windows 8.1, but I'm also unaware of complaints aimed at RTG that specifically mention 8.1 as problematic for Chapters. So, no need to worry.
