the game kof xiii runs too fast

You need to limit the framerate to 60 in your software of choice.

Edit shortcut properties (right-click on the icon and select Properties) then add -r after the path and the quotation marks.
This will force cap the game around 62FPS.

I had the same problem where after a driver upgrade to my NVidia card the game would go into turbo mode, now it's fixed.
