I think i am making a mistake during the game, if you can please help ^_^
The tutorial teaches to apply for civic rights just clicking in town hall, in the picture just at the left ofthe screen beyond the desk... and, thanks to that, the player can apply for offices in town.
In the game my problem is that i can't apply for civic rights beacuse the picture just beyond the desk can't be activated; in the office i can read the laws and i can select the office panel but, obviously i can't apply for offices for i need civic rights.
Am i making some mistake?
(i am just at the very beginning of the game)

You have to have some amount of money gathered before you can apply for civic rights. The game will inform you when you can do so.

You can apply for civil rights through you personal menu at the top of screen (under your nickname there are opinions like Your occupation, etc.).

You can usually get civic rights after you have at least a thousand (currency) at the start of the game I think...

This is about right, which is why if you spend your starting capitol, your opponents will get Civic Rights before you. of course, that early in that game, it is no big deal if they get ahead. Even hundreds of points can be caught up to late game depending on your difficulty level.

You are in the right place to acquire the Civic Rights though. I can't vouch for the using the name menu shortcut.
