Improved critical seems like an amazing feat and I want my fighters to have it. But it says somewhere that you have to have attack bonus of at least +8. That made me go "Damn. I'm nowhere near that." Is this feat useful? Thx

It depends on your fighting style and weapon/s used. The improved critical feat doubles the base threat range of the weapon used. For example, a rapier with a critical range of 18-20 will have that extended to 15-20 with the Improved Critical feat. Kensai mastery 3 adds +1 to the threat range, which could give a Kensai equipped with a Kukri a threat range of 14-20. A cleric armed with a mace will only have a TR of 19 with the IC feat.
For a single-class combat character (high BAB progression) you'll hit the required BAB at level 8. For most characters that do their damage through straight up bashing things with weapons it's an excellent feat, since as Hickory already explained it can greatly increase the amount of crits your characters are dealing. However, keep in mind that certain types of damage, such as sneak attack damage and elemental damage on weapons does not get multiplied on critical hits, so any characters relying heavily on these as their source of damage won't benefit much from the higher crit rate.

Something to also be aware of is that you can get the same effect by enchanting a weapon with the Keen property (or casting Keen Edge, although this is only temporary). Keen and Improved Critical don't stack, so if you're planning on using Keen weapons then there's no point in taking Improved Critical.
It comes relatively late in the game, but it's pretty darn good when it arrives. Any class with a full base attack bonus will benefit from it, and fighters with their large amount of bonus feats should almost certainly grab it.

As others have mentioned, it doesn't stack with the keen weapon property. It is not worth enchanting your weapons with this property (go with holy and axiomatic), but the spell might make a decent alternative to free up feats for other things. Honestly, though, I'd rather sink a feat on this and save my 3rd level spell slots for haste and heroism.
