Does anyone know how to fix this? I'm trying to run this on my Windows 7 64 bit. I've tried compatibility mode but nothing is working.

If you're attempting setup, I'd check the file size of the file that you downloaded. I myself ironically just finished installing SWAT/SWAT 2 on my Windows 7 x64 laptop.
