OK, I bought the Prima Official guide for Swat 3 and it says there is a Shooting House (Training Level) for Swat 3. The problem is, I cannot seem to find it in the game!

Is there no tutorial missions for this game, unlike Swat 4 or am I missing something?

If I remember correctly, it should show up on the big map where you can chose between missions.
