I have a question. I got this game on other platform (epic), and I want to buy only DLC on GOG. Can I add DLC purchased on GOG to game on different platform?

No, you can't even buy the DLC without owning the base game on GOG. My suggestion is to wait for the next sale and then buy the "First Colony Edition" which contains all the DLC except the "Stellaris Dome Set" and the free "Mysteries Resupply Set".
